After more than two decades serving as a NYS Assemblyman, Sam was appointed as Regional President of the Empire State Development Corporation. Sam served as the Governor’s Representative on numerous boards including: Chairman of the New York State Economic Development Power Allocation Board; Chairman of the Erie Canal Harbor Development Corporation; and Chairman of the Buffalo and Fort Erie Public Bridge Authority.
